This quest is part of the Hero of Eidos quest line. Arme asks you to help Faragher, walk east from Arme to find Faragher and talk to him.

He also gives you a fishing bag 
a fishing rod 
and a some worms
Right-click the water to start fishing. When you have caught two
trout talk to Faragher to finish your first quest.

Player: trout
You will receive 2000 experience leather shoes and 100 gold pieces.
You have now completed the quest Unlucky Fisherman
Head back to Arme for a clue of the whereabouts of your next quest.
