A Damaged Access Key (Ice Dungeon) can be enchanted into an Empowered Access Key

In order to energize ONE key you need

The altar to enchant is located at Dryadon's Tower, second floor.

Place the items in the order shown above and place a Damaged Access Key (Ice Dungeon) on the tile next to the lever.

Pull the lever and your Damaged Access Key (Ice Dungeon) will turn into an Empowered Access Key
