Completing Island of Cratai is required to use the boat to Cratai.

Steps
Caleb, captain of the boat to Cratai will not let strangers onboard. Talk to him to begin the quest and gain his trust.

You must find Gabe, captain of the lighthouse, to find out what has been occuring on this lonely island. He will give you permission to access the boat.
