Talk to Gerard
Player: Hi
Player: Quest

Gerard will ask you to kill 20 Smugglers and 20 Rogues The spawn place of Smugglers and Rogues should be marked on your map. It is located just outside the city to the west.

You will find Smugglers and Rogues around this area walking back along the shore.

Once you are done with both kill tasks report back to Gerard for your reward

You have now completed the quest King's Bounty
