Boat to Gulshan Village and locate Rose who is west from the boat inside the depot, you can also access the market through her.

You can choose either pay or love, I'd go with pay, but I'll cover what happens when you choose love as well
If you choose pay
You will notice a kill task, top left of your screen with the name, Jake Hawthorne. Travel North-East of Gulshan Village and you should see a hole next to Cecil
Go down the hole and up it and you will be in a fortress with Rogues, Smugglers and Jake Hawthorne himself is at the top-right of the fortress!
Kill Jake Hawthorne. Make sure the kill task is completed and return to Cassius.
Cassius is located North of Ellaria, 3rd floor of the Castle.
Say the following to Cassius

If you choose love
Rose will have given you a letter (letter to Elle). Travel North of Ellaria into the castle and 2nd floor you should see Princess Elle.
Say the following to Princess Elle
Player: Hi
Player: letter
Player: favor
Now you will travel to Gulshan Village to deliver a package that was given to you by Princess Elle. This package goes to Cecil, who is outside of Jake Hawthorne's hideout, North-East of Gulshan Village.
Say the following to Cecil
Player: Hi
Player: package
You will be rewarded with equipment, upgraded skills and experience points.
